California Housing Advocacy Groups Split Over CEQA Streamlining Ballot Measure
Proposition 45 creates a rift among housing advocacy groups over CEQA streamlining and suburban development.
October 5, 2026 · The Grid news desk
A statewide ballot initiative aimed at easing environmental regulations for construction projects has divided housing and urban planning advocacy groups across California. Sponsored by the California Chamber of Commerce, Proposition 45 proposes amendments to the California Environmental Quality Act to establish expedited environmental reviews and permit deadlines for infrastructure, clean energy, and most housing projects. The measure would also limit the alternatives agencies must review and restrict litigation remedies.
Supporters, including the California Council for Affordable Housing and the California Water Association, argue the initiative reduces administrative delays and costs that impede home building and essential public infrastructure.
However, several organizations focused on housing growth have withheld endorsements or voiced opposition. California YIMBY adopted a neutral stance, noting that while the measure addresses procedural delays in development, it could also facilitate car-dependent greenfield subdivisions and construction within wildfire-prone areas.
Other organizations, including East Bay for Everyone, oppose the measure. The group argues that state legislation passed in 2025 already provided CEQA exemptions for qualifying urban infill projects, leaving Proposition 45 to primarily accelerate outward suburban expansion. Regional planning organization SPUR also declined to take a position, citing concerns that broad regulatory streamlining could encourage sprawl and limit community participation in environmental reviews.
