Meta and BlackRock have established a venture to finance, build, and operate a data center campus in El Paso. The project represents an investment of over $10 billion and is designed to provide 1 gigawatt of compute capacity, with initial operations scheduled to begin in 2028.
The facility marks Meta's third data center campus in Texas. Development plans project the site will generate more than 4,000 construction jobs at peak activity and establish over 300 permanent operational positions upon completion. Ongoing operational roles will span engineering, networking, electrical systems, heating, ventilation, air conditioning, and facilities management.
To accommodate the project's utility requirements, Meta coordinated power planning with El Paso Electric and funded the electrical grid infrastructure needed to connect the campus. The facility adds to other regional technology developments across West Texas, including data center projects in Abilene. Future development will align with state standards requiring facilities to fund electrical infrastructure, monitor power and water usage, and undergo regulatory reviews by the Public Utility Commission of Texas and ERCOT.
