The Summit County Council adopted amendments to its Snyderville Basin and Eastern Summit County development codes to align local regulations with Utah Senate Bill 284, a measure approved earlier this year by the Utah Legislature.

Under the state-mandated changes, applications for business uses that are not listed in the county's use table will no longer automatically require Planning Commission review. Ray Milliner, a principal planner for Summit County, explained to the council that planning staff will first assess whether an unlisted proposal matches an existing category. If staff determines there is no comparable classification, the applicant may petition the County Council directly to amend the use table.

SB 284 also shifts the handling of administrative land-use challenges. The County Council will no longer serve as the local appeal authority for administrative decisions; those cases will instead be directed to an administrative law judge. The adjustments follow the council's separate approval on Sept. 2 of Ordinance 1016, which established a Concept Development Plan process for Snyderville Basin rezones to allow zoning decisions before requiring final engineering plans.
